Xi Jinping Proposes Global Governance Initiative at SCO+ Meeting in Tianjin

Tianjin, Sept. 1 – Chinese President Xi Jinping on Monday delivered a keynote speech at the “Shanghai Cooperation Organization (SCO) Plus” Meeting in Tianjin, calling for stronger multilateralism, sovereign equality, and reforms in global governance to address rising global challenges.

Marking the 80th anniversary of the founding of the United Nations and the end of World War II, Xi warned that the world is facing “a new period of turbulence and transformation” and urged countries to reject hegemonism, protectionism, and Cold War mentalities.

In his address, Xi proposed a Global Governance Initiative (GGI) aimed at creating a more just and equitable system. He outlined five guiding principles: sovereign equality, adherence to international law, multilateralism, a people-centered approach, and practical cooperation.

Xi highlighted the role of the SCO in promoting peace, stability, and development over the past 24 years, stressing that the organization should lead in implementing the new initiative.

He announced that China will establish three major cooperation platforms within the SCO framework — in energy, green industry, and the digital economy — along with three centers for scientific innovation, higher education, and vocational training. China also pledged joint efforts to expand renewable energy capacity by 10 million kilowatts within five years, develop artificial intelligence applications, and expand use of the Beidou Satellite Navigation System.

Xi emphasized cultural and humanitarian cooperation, promising medical initiatives including 5,000 cataract surgeries, 10,000 cancer screenings, and treatment of 500 children with congenital heart disease for SCO partner countries in the next five years.

Reaffirming opposition to unilateralism and power politics, Xi said the SCO will deepen cooperation with multilateral institutions including the United Nations, ASEAN, and the Eurasian Economic Union.

The meeting precedes China’s commemoration of the 80th anniversary of victory in the War of Resistance Against Japanese Aggression and World War II, which Xi said would serve as a reminder of the importance of safeguarding peace and justice.
