WASHINGTON – Former U.S. President Donald J. Trump on Monday presented what he described as a “comprehensive plan” to bring an end to the ongoing Gaza conflict, promising security for Israel, relief for Palestinians, and an international framework for rebuilding the war-torn enclave.
According to the proposal, Gaza would be transformed into a “deradicalized, terror-free zone” under temporary transitional governance. A technocratic Palestinian committee, supported by international experts and overseen by a new international body called the Board of Peace, would manage day-to-day affairs. Trump would chair the Board, alongside international leaders, including former U.K. Prime Minister Tony Blair.
Key elements of the plan include:
• Ceasefire & Hostage Deal: Israel would withdraw to a designated line, suspending military operations. All hostages, both alive and deceased, would be released within 72 hours of Israel accepting the plan. In return, Israel would free 250 prisoners serving life sentences and 1,700 Gazans detained since October 7, 2023, including women and children. For every Israeli hostage’s remains, Israel would return the remains of 15 Gazans.
• Amnesty & Demilitarization: Hamas members who disarm and commit to peaceful coexistence would receive amnesty or safe passage abroad. All tunnels, weapons stockpiles, and military infrastructure in Gaza would be dismantled under international supervision, with an internationally funded weapons buyback program.
• Humanitarian & Reconstruction Aid: Immediate large-scale aid would flow into Gaza, restoring water, electricity, sewage, hospitals, bakeries, and rebuilding infrastructure. Aid distribution would be handled by the UN, the Red Crescent, and neutral international agencies.
• International Stabilization Force (ISF): A multinational security force, supported by the United States, Arab partners, Egypt, and Jordan, would deploy to Gaza. It would train Palestinian police, secure borders, and oversee the IDF’s staged withdrawal. Israel would not annex Gaza but maintain a temporary security perimeter until demilitarization is verified.
• Economic Development: Trump proposed creating a “special economic zone” with favorable trade terms, aimed at attracting investment and generating jobs. A panel of regional experts would design the development plan, modeled on successful “modern miracle cities” in the Middle East.
• Political Horizon: While Hamas and other factions would be excluded from governance, Trump said the plan could create conditions for Palestinian self-determination and eventual statehood, once the Palestinian Authority completes reforms. The U.S. would facilitate dialogue between Israel and the Palestinians on long-term coexistence.
Trump stressed that if Hamas delays or rejects the agreement, aid and redevelopment would still proceed in areas secured by the ISF and handed over by the IDF. He also called for an interfaith dialogue process to foster reconciliation and promote “tolerance and peaceful coexistence.”
